Overview

An Inquiry into: District Assembly and District Coordination

Students will explore about becoming familiar about administrative division of the country into district assembly and district coordination in the local level according to the Federalism

Central Idea The District Assembly and district coordination in the local executive has been formed for the co-ordination and essential management among the Village Executives and Town Executive within the district to carry out democratic rules and justice from central level to the local level.

Day 1

Activity 1:

Introduction

Fill the 75 districts of Nepal in the map of Nepal and colour each district with a different colour.

Brainstorm:

The students will be asked few questions based on the type of division i.e. Physical and Political (Administrative) division. Then their information will be organized according to hierarchy by asking them making prior connection with the previous lesson of Grade 6 for the local level making connection with the elections that took place this year.

Day 2

Formation of DDC

Introduction:

Activity 1

  1. The students will be asked about administrative division as a revision(5mins)

Brainstorm:

Activity 2

  1. The students will be asked few teachers provoked questions based on what they learnt in Grade 6 based on introduction, formation and functions of the Local Level such as V.D.C / Municipality.

Body of New Information

Activity 3

  1. The students will be asked to brainstorm on “How is district development committee formed”?

The students will be briefed about the formation of the DDC with the help of a chart in the board.

Activity 4

The students will be asked to tell about their prior knowledge on the formation of District Council.

Then the students will be taught about the formation with the help of chart.

Day 3

Formation of DDC

(Form)

Activity 1 (Mock Election at local level to understand the District Assembly) according to constitution of 2072.

  1. The students will be briefed as a revision about the constituent of a district and they will be divided as per step 1 below.
  2. They will be taught that each Metropolitan, Sub-metropolitan, municipality or Rural Municipality comprises of wards. They will be told to complete the step 2 below. They will be told to elect the chairperson and vice chairperson as per step 2. Each table will be considered as one ward
  3. Then they will be taught that each Metropolitan, Sub metropolitan, municipality and Rural Municipality will have a Mayor and Deputy Mayor. They will be asked to vote for it.

Now, We will form a District Assembly in the class by revising the following steps.

  1. The six tables will be assigned as a constituent of the district as Metropolitan (2 groups as two wards only), Sub metropolitan (2 groups as two wards only), Municipality (1 group as 1 ward only) and Rural Municipality (1 group as 1 ward only)
  2. There will be ward within each. Hence, they will all be considered as chairperson and vice-chairperson of their respective ward for each. Since we do not have enough people or wards within the metropolitan or RMC in the classrom, we will select only one set from each as Chairperson or vice-chairperson keeping in mind that one of them is male and other is female.

 

  1. Each group will be asked to elect a Mayor and a Deputy Mayor for their Metropolitan, sub metropolitan, municipality or RMC. (One should be male and other should be female).

Then the students will be explained about it for clarification.

Activity 2

Formation of District Co-ordination Committee (Form)

The students will form a district coordination committee too

Activity 1

If you are the Mayor of Metropolitan, sub metropolitan, municipality or Rural Municipality or Chairperson of ward of any of them, which development works would you give priority? and Why? Make the priority from 1 to 5.

Activity 2

The students will be asked to make the power and functions of the Metropolitan, sub metropolitan, municipality or Rural Municipality or any ward in the form of table showing the similarities and dissimilarities based on previous year.
